We can name several reasons: most of the Portuguese households do not have a central heating, most of the Portuguese households are not properly insulated, relatively high humidity during the winter, one of the highest electricity prices for households in the EU (30 cents/kWh in Germany, 23 cents/kWh in Portugal, 10 cents/kWh in Bulgaria).
